Branch, DOR STEAM GENERATOR WATER LEYEL We have recently received copies of an LER from Indian Point 3, a P/N from YEPCO and-a Part 21 from Westinghouse (enclosed), all related to possible inaccuracies in steam generator.

water level indication.

Westinghouse has advised us and thei,r customers of corrections that should be applied to steam generator water level to account for high environmental temperatures;resulting from postulated accidents.

We have discussed this matter with I8E'nd they. plan to take action to ensure that the affected licensees take the appropriate action.

I8E is also considering a Bulletin since this may be a co@non problem in

. other reactor designs.

We would.recommend'uch action. and also by copy of this memorandum are advising that the boards 'be notified.

Essentially, the problem concerns corrections. to the steam generator low water level and/or containment high pressure-.protection system setpoints.

These corrections are necessary to account 'for environmental temperature effects to the steam generator water level, reference columns and corrections due to changes:

in. steam generator fluid densities.

In

. addition, Westinghouse has advised their customers, that boiling could conceivably.'oc'cur in the.reference legs: following depressurization, and

'ould cause erroneous indications.

We do not.have the specific recommend-ations and emergency operating procedures that. Westinghouse is providing their customers,

however,

We would recoamend that. this item be the subject.of a Board Notification and that I8E keep us advised of the actions of.the l.icensees

BREAK INSIDE CONTAXNKUG'estinghouse informed their customers and provided a verbal Part 21 report to XGB of a aoaconservative analysis results of high euergy pipe break accidents inside containment specifically concerning errors generated ia the stream generator level indication sensors.

Mestinghouse informed Virginia Electric and Power Company of-these results oa. June-21, 1979.

Xa the case of a feedvater pipe break, where containmeat temperatures could reach

.. 280 degrees F, the higher temperature would affect the steam generator level reference leg causing a +10 percent level error.

'This error would delay initiation of -a steam generator low-low level indication and, therefore, delay initiation of auxiliary feedwatcr.

'The analysis for a main steam line break in containment generates,a 400 degree, F contain-ent temperature and a +21 percent error in steam.generator level.

The licensee is evaluating this information and. intends to generate supplemental orders to their customers.

Media interest is not expected.

Neither the licensee. nor the hRC. plan a

. news release.

The Cemoawealth of Virginia has been informed.

North Anna Unit 1 is operating, Surry Units 1 and 2 are shutdo~m for long. term maintenance..

Region II (Atlanta) received notification. of this occurrence by telephone from the Surry resident inspector at 9:00 a.m..on June 22.
