After review of the additional information provided in your letter concerning

item of noncompliance

to believe that your access

control

practices

were in noncompliance

with your technical specifications

in that

you neither

locked

"each"

high radiation

area

in which the intensity of

radiation

was greater

than

1000 mRem/hr.,

as required by technical specifi-

cation 6.1 3.1,

nor provided "positive" control over each individual entry,

as required

by 10 CFR 20.203(c)(2)(iii).

However, in view of your differing

interpretation of the regulatory requirements,

we have referred this matter

to our headquarters

for further review,

and

we will advise you of any changes

in the interpretation of this requirement.

We will examine

your

corrective

actions

and

plans

during

subsequent

inspections.
