DONALDC. COOK NUCLEAR PLANT, UNITS 1 AND 2 - RELIEF REQUEST FOR THE THIRD TEN YEAR INTERVALPUMP IN-SERVICE TEST PLAN:
CONTAINMENTSPRAY PUMP (TAC NOS. M99116 AND M99117)
Dear Mr. Powers:
By letter dated June 12, 1996 (AEP:NRC:09691M), Indiana Michigan Power Company (the licensee) submitted the third 10-year program for the in-service testing (IST) program for pumps and valves for the D.C. Cook Nuclear Power Plant, Units 1 and 2. The program contained requests for relief from the requirements of the applicable American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel (B8PV) Code Section XI. By letter dated May 27, 1997, the NRC denied the relief request for the containment spray pump, stating that insufficient information had been provided in the original request.
By letter dated June 27, 1997 (AEP:NRC:0969BD), the licensee submitted a revised relief request for the containment spray pumps that contained additional information. On January 13, 1998, and February 9, 1998, conversations were held between the licensee and members of the NRC staff regarding in-service testing of the containment spray pumps.
As a result of those conversations, the licensee submitted an interim relief request by letter dated March 3, 1998 (AEP:NRC:0969BJ).
The interim relief request was based on proposed design changes to the containment spray pump.
The interim relief was requested while a modification was made to your spare pump at the original equipment manufacturer's service center.
The modification to the pump was made in an attempt to reduce the pump's vibration levels at the low flow rates experienced during vibration testing for the containment spray pumps.
The modifications, however, did not significantly reduce the vibration levels at low flow rates.
Therefore, the licensee proposed a new permanent relief request in its submittal dated September 4, 1998 (AEP:NRC:0969BM). This permanent relief request has superseded all previous licensee submittals on this topic.
