DONALDC. COOK NUCLEAR PLANT, UNITS 1 AND2-WITHDRAWALOF RELIEF REQUEST FOR THE THIRD 10-YEAR INTERVALPUMP INSERVICE TEST PLAN: CONTAINMENTSPRAY PUMP (TAC NOS. MA3557 AND MA3558)

Dear Mr. Powers:

By letter dated June 12, 1996 (AEP:NRC:0969AM), Indiana Michigan Power Company (IMPC) submitted a third 10-year inservice testing (IST) program for pumps and valves for the D.C.

Cook Nuclear Power Plant, Units 1 and 2. The program contained requests for relief from the'equirements of the applicable American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel (B&PV)Code Section XI. On January 13, 1998, and February 9, 1998, conversations were held between the NRC staff and your staff regarding inservice testing of the containment spray pumps. As a result of those conversations, IMPC submitted an interim relief request by letter dated March 3, 1998 (AEP:NRC:0969BJ). The interim relief was based upon proposed design changes to the containment spray purrip. The modifications made to the spare pump in an attempt to reduce vibration levels at the low flow rates experienced during vibration testing did not significantly reduce the vibration levels at the low flow rates.

Therefore, IMPC proposed a new, permanent relief request in its submittal dated September 4, 1998 (AEP:NRC:0969BM). This alternative was submitted under the provisions of 10 CFR 50.55a(a)(3)(ii).

However, by letter dated December 16, 1998 (AEP:NRC:0969BQ), IMPC submitted a withdrawal of all previous requests for relief from code requirements for the containment spray pumps.

This is due to IMPC installing a modification to the containment spray system that willenable pump test performance in accordance with the code requirements prior to restart.
