The inspection included

a review of

activities-at the Donald C.

Cook Nuclear Power Plant, Units

1 and

2, authorized

by NRC Operating Licenses

At,the conclusion of the inspection,

the findings were

discussed

with Mr. A. Blind and others of your staff as

identified in the enclosed report.

Areas examined during the inspection are identified in the

report.

This inspection

focused

on your quality verification

program with an emphasis

on your peer inspection process.

Within

these

areas,

the inspection consisted of selective

examinations

of procedures

and representative

records,

observations,

and

interviews with personnel.

During this inspection certain of your activities appeared to be

in v'iolation of NRC requirements,

as specified in the enclosed

Notice.

A written response

is required.

Two unresolved

items

were also identified regarding the independence

of personnel

performing activity verifications and their qualification in

accordance

with Regulatory Guide 1.8 and ANSI N18.1 (1971).

You

are requested

to provide documentation to show how these

two

Quality Assurance

Program Description commitments

are being met.

Your response

should specifically include information in regard

to training of Indiana

& Michigan Power personnel

in the

performance of peer inspections

and the assurance

that personnel

assigned to perform work are not involved in the verification

aspects

for that job.

In accordance

with 10 CFR 2.790 of the Commission's regulations,

a copy of this letter, the enclosures,

and your response

to this

letter will be placed in the
