This confirms the discussion between Mr. B. Burgess and Mr. S.

Brewer of our respective staffs to have an Enforcement Conference at 1:00 p.m.

(CST) on February 27, 1990, at the Region III Office in Glen Ellyn, Illinois.

The purpose of this Enforcement Conference is to discuss the events surrounding the maintenance,

testing, root cause assessment, and corrective actions associated with the Main Steam Stop Valves and their respective dump valves.

The specifics of our concerns are included as an attachment to this letter.

You and your staff should be prepared to address each issue contained in the attachment during the enforcement conference.

We will gladly discuss any questions you may have concerning this matter.

testing, root cause and corrective actions associated with the recent slow stroke times on the Main Steam Stop Valves and their associated dump valves have identified th' following concerns:

Potentially inadequate evaluation of the unsatisfactory test>results regarding~stroke times associated with the Main Ste'am Stop valves-'and their respective dump valves.

This potentially inadequate evaluation prevented your identification of the root cause and corrective actions with regard to these valves.

2.

The history of apparently inadequate and untimely maintenance on'the'ump valves.

3.

The questionable overall Main Steam Stop valve reliability considering the adverse maintenance and surveillance histories.

4.

Proper degree of conservatism in plant operating philosophy with regard to this event.

Your discussion should as a minimum include a response to each of the above concerns.
