SUMMARY

OF NOVEMBER 6, 2017, TELECONFERENCE WITH EXELON GENERATION COMPANY, LLC ON PLANNED SUBMITTAL OF LICENSE AMENDMENT REQUEST TO REMOVE BORAFLEX CREDIT AND USE OF CELL BLOCKERS (EPID L-2017-LRM-0042)

On November 6, 2017, a Category 1 public teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Exelon Generation Company, LLC (Exelon, the licensee). The purpose of the teleconference was for Exelon to discuss a license amendment request it plans to submit to the NRC that would remove Boraflex credit for Nine Mile Point Nuclear Station, Unit 1 (Nine Mile Point 1 ). Exelon plans to submit the license amendment request in the first quarter of calendar year 2018. The meeting notice and agenda, dated October 17, 2017, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML17306A208. A copy of Exelon's presentation slides is available at ADAMS Accession No. ML17306A084. A list of attendees is enclosed.

The licensee presented information on the planned Nine Mile Point 1 Boraflex rack design change to eliminate Boraflex credit. Specifically, Exelon presented information on the criticality analysis for the two Boraflex racks with no credit taken for residual Boraflex. The spent fuel pool at Nine Mile Point 1 has two Boraflex racks and fourteen Baral racks. No changes are being made to the Baral racks.

During the teleconference, the NRC staff asked questions about:

the current interface analysis of record regarding the Baral racks, the basis for concluding a new interface analysis is not needed, the importance of low reactivity, and the importance of the margin to the regulatory limit.

The NRC staff informed Exelon that the planned license amendment request should include the justification for any engineering judgement used to conclude that a new interface analysis is not needed.

No regulatory decisions were made during the teleconference. No public feedback meeting forms were received.
