Columbus, OH 43216 Gentlemen:

Thank you for your letter dated July 21, 1989, in response to our June 15, 1989 letter concerning an allegation pertaining to construction and ma'intenance practices by an Indiana Michigan Power Company contractor: Catalytic Industrial Maintenance Company.

In our letter, we requested that you examine the circumstances surrounding the allegations, take a ll actions deemed necessary to resolve the issues, and submit the results of your investigation to the NRC.

Your response indicated that an extensive investigation was conducted into each of the concerns by the American Electric Power Service Corporation equality Assurance Division.

Interviews with specified supervisors and randomly selected maintenance workers were conducted, welder test records were reviewed, and component installation packages were reviewed to identify the facts involved.

Your investigation revealed only one minor procedural violation related to improper change to the mounting bolt layout for a junction box.

Your assessment stated that this did not create a safety problem for the D.

We found your investigation to be sufficient to support your conclusions and have no additional questions regarding this matter.
