SUBJECT'AFETY EVALUATION REPORT OF THE INSERVICE TESTING (IST)

PROGRAM FOR PUMPS AND VALVES, D.C.

COOK NUCLEAR STATION, UNITS I & 2 (TAC NOS. 60028/60029)

The enclosed Safety Evaluation Report provides the results of the staff review of the D. C. Cook, Units 1 and 2 inservice testing program for pumps and valves.

The Code of Federal Regulations, paragraph 10 CFR 50.55a(g), requires certain Class 1, 2, and 3 pumps and valves in water-cooled nuclear reactor facilities to meet the inservice testing requirements stated in the ASME Boiler and Pressure Vessel Code,Section XI; specifically, Subsection IWP, Inservice Testing of Pumps in Nuclear Power Plant, and Subsection IVIIV, Inservice Testing of Valves in Nuclear Power Plants.

Each facility is required to establish a

program for the inservice testing of pumps and valves which is updated every ten years to meet the requirements in the latest approved edition and addenda to Section XI of the ASME Code.

The program is submitted to the NRC for review and approval.

The review entails verifying that the program is based on the applicable Code edition and addenda, verifying that the program covers testing of all,appropriate pumps and valves, and verifying the acceptability of the requests for relief from the requirements of Subsection IMP and ILJV.

The IST program addressed in this report covers the second ten-year interval from July 1, 1986 to July 1, 1996.

A description of the D. C.

Cook program, which superseded all previous IST program submittals was submitted in a letter dated October 5, 1987.

The staff has reviewed and evaluated the IST program and requests for relief submitted for D.

C.

Cook Units 1 and 2 and adopts the evaluations and conclusions contained in the Technical Evaluation Report (TER) prepared by EG&G.

The enclosed Safety Evaluation (SE) incorporates the TER and its findings.

Me are recommending that relief be granted from the testing requirements which we have determined would be impractical to perform and where the proposed alternative testing provides an acceptable level of quality and safety.

We have determined that the IST program is acceptable for implemen-tation provided the omissions and inconsistencies identified in Appendix C of the TER are addressed within three months of the receipt of this SE.

Cook is required to comply with the IST program defined in the above referenced letter where relief has been granted in the enclosed SER.

Program changes such as additional relief request or changes to relief request should be submitted for staff review but should not be implemented prior to review and approval by the NRC.

Program changes that involve additions or deletions of components from the IST program should be provided to the NRC.
