Enclosed for your review, prior to our scheduled

meeting

on September

26,

1989,

is the

SALP 8 Board Report for the Donald

C.

Cook Nuclear Generating

Plant,

covering the period from March 1,

1988 through June 30,

1989.

In accord with NRC policy, I have reviewed the

SALP Board Assessment

and concur

with their ratings.

It is my view that the conduct of nuclear activities in

connection with the O.C. Cook facility shows

an appropriate

concern for nuclear

safety.

Although the current performance

has

improved

as

compared to previous

SALP periods, I believe

O.C.

Cook needs to maintain its effort to sustain this

long-term improving trend in order to achieve

superior performance.

Highlights

of the report are set forth below:

'1.

The assessment

of performance of D.C. Cook indicated six .Category

2

ratings

and two Category

1 ratings.

There were

no areas of decline since

the previous

SALP Report.

2.

The area of Plant Operations

received

a Category

1 rating which is an

improvement from the Category

2 and improving rating received during

the previous

SALP period.

This improvement

was largely a result of a

reduction in enforcement,

a reduced

number of events,

and overall conservative

operating philosophy.

However, this is not a strong Category

1 rating;

therefore,

your continued attention in this functional area is appropriate

and needed.

3.

The area of Emergency

Preparedness

received

a Category

1 rating which is

an improvement from the Category

2 rating received during the previous

SALP period based

on good or improving performance

in all facets of this

functional area.

There were occasions

during this assessment

period when the licensee

failed to evaluate root causes

when addressing

problems

and only performed

root cause

analysis after

NRC prompting.

These

instances

indicate

a need

for more extensive evaluation in approaching

operational

decisions.

5.

In view of the large

number of contractor personnel

at D.C. Cook and the

plant problems contributed

by this group, greater control appears

appropriate.

While you will have sufficient opportunity *to present your comments at the

meeting

on September

26, 1989,

we also solicit written comments within 30 days

after the meeting.

Your comments,

a summary of our meeting,

and

my disposition

of your comments will be issued

as

an Appendix to the enclosed

SALP Board

Report.

In accordance

with Section

2.790 of the NRC's "Rules of Practice,"

Part 2,

Title 10,

Code of Federal

Regulations,

a copy of this letter and the

SALP Board

Report will be placed in the NRC's Public Document

Room.
