On July 26, 1984, 10 CFR 50.62 "Requirements for Reduction of Risk from Anticipated Transients Without Scram" (ATWS) rule became effective.

Paragraph (c)(6) required 'licensee's to provide information on their compliance with the ATWS rule.

By.letters dated November 7, 1986, June 25, October 28, December 18, 1987, and March 31, 1988, Indiana Michigan Power Company

( IMPC) provided responses in accordance with paragraph (c)(6) on how D.

Cook Nuclear 'Plant'Vnits 1 and 2

meet the requirements of the ATWS rule.

The staff has completed its review of the submittals.

Enclosed is our Safety Evaluation.

Based on our Safety Evaluation, the staff concludes that the design proposed by IMPC for the D. C.

Cook Nuclear Plants for meeting the requirements of 10 CFR 50.62 is acceptable.

The staff's conclusion is further subject to satisfactory completion of isolation device qualification testing, which IMPC committed to perform by letter dated Hay 2, 1988.

The ATWS mitigating system actuation circuitry (AHSAC) should not be declared operational prior to satisfactory completion of isolation device qualification testing.

When the testing is completed please provide the results to the NRC.

The staff is generically reviewing the ATWS requirements to determine to what extent Technical Specifications are appropriate.

The staff will provide guidance regarding the Technical Specification requirements for AMSAC at a

later date.

Until staff review is completed regarding the use of Technical Specifications for ATWS requirements, the licensee should continue with the scheduled installation and implementation (planned operation) of the ATWS design utilizing administratively controlled procedures.

This completes the staff's review of TAC Nos.

59082 and 59083.
