Dear Dr. Murley:

This letter responds to NRC Generic Letter 88-03, "Resolution of Generic Safety Issue 93, Steam Binding of Auxiliary Feedwater Pumps." The subject generic letter requests a letter of confirmation indicating that. the procedures discussed in the generic letter are in place and will be maintained.

The Operations Department is required by procedures 1-OHP 4030.001.001 and 2-OHP 4030.001.001 to perform a shiftly (every 8 hours9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br />) check on the auxiliary feedwater (AFW) lines to verify the AFW line temperature is ambient. The AFW lines are checked at the pump discharges in the AFW pump corridor and at the AFW regulating valves in the auxiliary building.

When AFW directed to a steam generator is stopped and the reactor coolant system temperature is increasing, procedures require the Operations Department to check the AFW line temperature 30 minutes and 90 minutes after stopping the AFW pump. Procedures that require this check are 1-OHP 4021.056.002, 2-OHP 4021.056.002, 1-OHP 4030.STP.017T, 2-OHP 4030.STP.017T, 1-0HP4030.STP.017R, 2-OHP 4030.STP.017R, and 1-OHP 4021.001.006.

Operations procedures 1-OHP 4022.056.001 and 2-0HP4022.056.001, "Steam Binding in Auxiliary Feed Pumps" provide guidance for recognizing steam binding and for restoring the AFW pump to operable status if steam binding were to occur. Reference to this generic letter will be incorporated into the above procedures in the next biennial review to assure that the procedures will be SS060601$ 4 SS0531 PDR 4DOCK 05000315 P DCD
