By letter dated January 20,

1984, Indiana and Michigan Electric Company submitted proposed Technical Specifications for the reactor coolant system vents in response to our Generic Letter 83-37.

IMEC proposed separate Technical Specifications for the reactor vessel head vents and the pressurizer vents for both D.

C.

1 and 2.

Our preliminary review of the IMEC submittal has resulted in a number of concerns we believe IMEC should consider.

These concerns and more specific guidance are as follows:

Generic Letter 83-37 contained Technical Specification models which required among other things, one vent path with two remotely operated valves in series on the reactor vessel head and one vent path with two remotely operated valves in series on the pressurizer.

The IMEC design contains two vent paths on each but only one is required by the NRC to satisfy the Technical Specification minimum requirements for operability.

We have also determined that one of the required vent paths on either the reactor vessel head or the pressurizer may be inoperable and that startup and/or power operation is permissible for 30 days.

If the one required vent path on the reactor vessel head and the one required vent path on the pressurizer are both inoperable, at least one of these required paths must be restored within 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />.

In the IMEC proposed Technical Specifications both of the vent paths on the vessel head and on the pressurizer are included.

This is acceptable,

however, we do not require a 30 day report upon loss of the first path on each as listed in the proposed action statement "c".

We believe the proposed action statement "d" is inappropriate and that IMEC should consider 10 CFR 50.73 paragraph (a)(2)(v)(D) which requires a Licensee Event Report on any event or condition that alone could have prevented the fulfillment of the safety function of structures or systems that are needed to mitigate the consequences of an accident.
