Dear Mr. Keppler:
On December 15, 1980 we verbally informed the NRC Region III Resident Inspector, Mr. E. Swanson, and NRC RO: III by letter of our violation, of Unit 2 Technical Specifications by having two spray header, isolagion valves shut. The attached Licensee Event Report 80-033/01-T-0 provides the results of the investigation and corrective action taken.
