This letter. is to inform. you of an incident which occurred at the Indiana and Michigan Electric Company's Donald C. Cook Nuclear Plant on April 12, 1980, which was reported to Mr. R.E. Masse of .the NRC on the date of the occurrence.

During the filling-of a chemical volume and control system hold-up tank with demineralized w'ater (for the purpose of purging the gas space in the tank to.

lower the high oxygen content) the tank was inadvertently pressurized over the safety valve setpoint of 12 PSIG. The safety valve relieves to the Auxiliary'uilding sump which is open to the Auxiliary Building atmosphere and is ultimately discharged at the stack vent.

The release was detected by the stack vent radiogas monitor R-26 with-the alarm alerting the operators of 'a 'possible leak. Prior to terminating the filling of the tank, the safety had intermittently relieved.

Gas was released from the vent from 1041 to 1147 hours0.0133 days <br />0.319 hours <br />0.0019 weeks <br />4.364335e-4 months <br /> on April 12, 1980. A total of 1.786 Ci of Xe-133 was released at the maximum rate of 4.51 x 10 " Ci/

Instantaneous Release Rate Limit Section 2.4.3.a. 1.

Also released were 3.24 x 10~ Ci of I-131 at a rate of 8.17 x 10 Ci/Sec.,

which is 0'.012 percent of Technical Specification Appendix B Instantaneous Release Rate Limit Section 2.4.3.a.2.

This occurrence had'no effect on the health and 'safety of the public.
