Dear Mr. Keppler:

On February 20, 1980, a written report was sent to you describing an event which occurred at the Donald C. Cook Nuclear Plant, Unit 2. In that report it stated that after a manual trip on Unit 2 the power operated relief valves were opened for a short period of time causing an unplanned release of Sodium 24 (Na-24) contaminated steam.

Investigation has shown that the power operated relief valve on 84 Steam Generator (MRV-243) was open and passing 320,000 lbs./hr. steam from 0250 to 0400 hours0.00463 days <br />0.111 hours <br />6.613757e-4 weeks <br />1.522e-4 months <br /> on February 19, 1980 as read on recorder 2-MR-020. The Na-24 in the steam generator was injected as part of a test being conducted on the moisture separator reheaters and laboratory analysis indicated that the concentration in the steam generator was 5.6 E-6 pCi/cc at the beginning of the release. By calculation, the actual release concentration was 5.47 E-12 11Ci/cc Na-24.

The applicable Technical Specification limit from 10CFR20 Appendix B, Table II, Column I for Na-24 in air to an unrestricted area is 5.0 E-9 i1Ci/cc.

The total release was 2.38 E-6 Ci at a concentration which was 0.11 percent of the Technical Specification limit.

This occurrence had no effect on the health and safety of the public.
