8t 2 Docket Nos. 50-315/316 By letter dated December 1, 1986, Indiana 8 Michioan Electric Company requested certain changes to Section 6, "Administrative Controls" of the technical specifications for the D.

8 2, The proposed changes would:
l.
Add a third Assistant Plant Manager.
2.
Delete the organization charts (Figures 6.2-1 and 6.2-2) from the technical specifications, and reference FSAR figures instead.
3.
Change the composition and quorum requirements for the Plant Nuclear Safety Review Committee (PNSRC).
4.
Change the review requirements of the PNSRC.
r 5.
Change the qualifications of inspectors and non-destructive testing personnel on the facility staff.
The staff endorses the third Assistant Plant Manager proposed by the licensee.
The resultant organization would divide the responsibilities among the three Assistant Plant Managers into the areas of Production, Technical
- Support, and Organization and Administration.
This division should relieve the Plant Manager of administrative duties and allow him to focus his attention on plant operations.
The resulting organization is, we believe, an improvement and it is consistent with the Standard Review Plan, Section
- 13. 1.2.
It is, therefore, acceptable.
The initial review of the requested changes indicated the NRC staff had major difficulties with items ?,
3 and 5 above, and serious concerns about item 4.
This situation was discussed with the licensee and it was agreed that the licensee either would withdraw or would substantially modify the request.
No further information has been received from the licensee as of early April 1987.

Accordingly, except for the addition of the third Assistant Plant Manager which is acceptable, we find unacceptable the remainder of the changes proposed by the licensee.

The staff had discussions with the licensee nearly a year ago regarding the PNSRC, during which we offered to work with the licensee to reach an acceptable arrangement for conducting PNSRC activities; The licensee'hose not to interact with the staff.
The licensee's actions and proposal are not indicative extensive management involvement.

The proposed changes to PNSRC organization and duties do not indicate a good appreciation of the NRC requirements.
