Dear Mr. Dolan:

By letter dated December 1, 1987, the Indiana and Michigan Electric Company requested changes to the Technical Specifications for the Donald C.

Cook Nuclear Plant, Unit Nos.

1 and 2.

These changes 'were to Section 6, "Administrative Controls".

By letter dated April 22,

1987, IMEC withdrew the request following discussions with the NRC.

Prior to receiving the request for withdrawal, we had prepared a safety evaluation and a

SALP input.

These are enclosed for your information.

On the basis of the request for withdrawal, no further action is required by this office.

However, the SALP rating and circumstances surrounding the request for changes to the Technical Specifications have produced some concern.

The NRC staff had met earlier with IMEC staff and had agreed to work closely on the problem that the Plant Nuclear Safety Review Committee (PNSRC) was too directly involved in carrying out its responsibilities.

We were aware of the IMEC efforts to evaluate industry practices with on-site safety review committees.

The IMEC proposal in the December 1,

1987 letter does not resemble any industry practice that we would find acceptable, nor does it indicate a good appreciation of the NRC requirements.

With the IMEC withdrawal and no active proposals to review, the way the PNSRC continues to function is a concern to us.

We believe this and the overall SALP rating 3 in the December 1,

1987 proposal should be a concern to IMEC.

There is no required response to this letter'.

We would prefer to see IMEC's efforts directed to resolving the PNSRC problems consistent with industry practices.

We remain available to discuss this with your staff if they so desire.
