This report is being submitted in accordance with Technical Specification 3.4.9.3 Action C. for Unit Two.,

During cold shutdown operation, pressurizer power operated relief valve (PORV) NRV-152 was automatically opened on March 4, 1987, at 1530 hours0.0177 days <br />0.425 hours <br />0.00253 weeks <br />5.82165e-4 months <br /> to relieve reactor coolant system (RCS) pressure which had gradually increased.

The RCS pressure decreased and NRV-152 closed when the reset pressure was reached.

During cold shutdown o'peration, loop 1 hot leg wide range RCS pressure actuates pressurizer PORV NRV-152 and loop 2 hot leg wide range RCS pressure actuates pressurizer PORV NRV-153.

The setpoint for both valves is 420 psig

+ 15 psig.

The operators were controlling RCS pressure based on loop 2 hot leg wide range pressure indication.

This indication was at approximately 385 psig when NRV-152 was actuated.

Checks of the loop 1 and 2 hot leg wide range RCS pressure instruments determined that, both were within allowable tolerances.

It is therefore concluded that this event occurred as a

result of instrument tolerance stack-up which resulted in actuation at an indicated 385 psig on the pressure channel being monitored.

.Administrative changes are being pursued to direct operating at an RCS pressure sufficiently below the pressurizer PORV cold overpressure protection setpoint so as to prevent a repeat event.
