SALP Board recommendations

and concur with their r atings.

It is my view that American"Electric

Conduct of nuclear'ctivities

in connectior with the Donald

C.

Cook

Nuclear Generating

Plant reflects

adequate

sensitivity to nuclear safety.

The highlights of this report are

as follows:

A Category

1 rating was given in the

new functional area of Outages.

Improved performance

was demonstrated

from the previous

SALP period, in

the functional areas of Surveillance,

Security

and guality Programs 'and

Administrative Controls Affecting guality.

These

areas

were previously

rated Category

3 and were raised to Category

2 ratings in this

SALP

period;

I concur in the Category

2 rating for the Surveillance

area in recognition of

improvements in enforcement

and test procedures,

as well as

a reduction in

the rate of LER's over the

SALP period.

However, it is my view that the

number of Licensee

Event Reports in this area is not indicative of Category

2

SALP performance

and remains

unacceptably

high.

I appreciate

the fact that

the high number of LER's reported is due in part to your increased

reviews in

this area.

I urge your continued attention to this area to achieve

improved

performance in all aspects

of the surveillance

program at the D.C. Cook

facility.

While you will have sufficient opportunity to present your comments at the

meeting

on February 5, 1987, you may also make'written

comments within 30 days

after the meeting.

We will evaluate

any written coments

and provide you

with our conclusions relative to them.

In accordance

with Section

2.790 of the NRC's "Rules of Practice,"

Part 2,

Title 10,

Code of Federal

Regulations,

a copy of this letter and the

SALP

Report will be placed in the NRC's Public Document

Room.
