COOK NUCLFAR POWER PLANT UNITS 1
AND 2 SAFETY EVALUATION REPORT ALTERNATE SAFE SHUTDOWN PROCEDURES INTRODUCTION The staff's Safety Evaluation Report (SER) on alternate safe shutdown capabilitv at the D.C.
Cook Nuclear Pnwer Plant, Units 1 and 7, dated November 22, 1983, required Indiana and Michigan Electric Company, the licensee, to submit the final alternate shutdown procedures for review.
By letter dated tune 6, 1986, the licensee provided the procedures for post-fire remote emergency shutdown outside the control room.
NRC'EVIEW AND EVALUATION The staff and its consultant, the Brookhaven National Laboratorv
<BNL>,
conducted a review and walkdown of the emergency remote shutdown and associated repair procedures at the D.C.
Cook plants from October 27-29, 1986.
BNL has issued a Technical Evaluation Report (TER) of its findings from the site audit.
The staff has reviewed the TER and concurs with its recommendations.
The TER has been made a part of the staff's SER and is attached.
In general, the licensee's procedures were found to be workable provided certain revisions are made to give additional ouidance.to the operators.

Cook Nuclear Plant will examine, among other things, the applicable procedures for fire control and related safe shutdown o<
the plants.
The revised procedure for alternate safe shutdown, taking into consideration these and any other findings, should be available for review during the Appendix R audit.
