Dear Mr. Dolan:
Enclosed is our Safety Evaluation Report (SER) regarding alternative shutdown procedures in the event of fire at the D.C.
Cook Nuclear Plant, Units 1 and 2.
The SER is based on the Indiana and Michigan Electric Company
( IMEC) response to the outstanding issues identified in the staff's safety evaluation dated November 22, 1983 concerning alternate shutdown capability.
The SER endorses the attached Technical Evaluation Report (TER) by the Brookhaven National Laboratory.
The TER is based on the findings from a site audit conducted by BNL and NRR staff during the period of October 27-29, 1986.
The staff concurs with the recoltmendations contained in the TER and concludes that, in general, the IMEC procedures are workable.
However, certain steps require revision or amplification to provide additional guidance to the operators.
The SER and TER are made available to IMEC and Region III prior to the full scope Appendix R Audit, at which time it is anticipated that the revised procedure may again be reviewed.
