Dear Mr. Dolan:

24 SEP 1985 By letter dated September 5, 1986, the Indiana and Michigan Electric Company provided a schedule for the performance of conduit sealing and a study and test program on conduit sealing for the Donald C.

Cook Nuclear Plant (reference AEP:NRC 0692AS).

We understand that the testing program is a utility spon-sored effort to determine the need to internally seal conduits to maintain fire barriers and the March 1987 completion of that effort may be a more realistic schedule.

In our review of the September 5,

1986 letter, we determined some clarification of proposed actions may be in order.

It is our understanding that the walkdown has been completed and that one end of the identified conduits is being sealed.

The sealing of one end is not dependent upon the utility sponsored test program or test program schedule.

The July 1987 schedule for D.C.

Cook to complete conduit sealing relates to the possible need to seal both ends of conduits, and therefore, the sealing of one end of conduits should be completed much sooner.

If this is not the intent of your program or if our understanding presented above is incorrect, please let us know.

It is also requested that you advise us when the sealing of the appropriate conduits on one end is completed.
