Dear Mr. Denton:

The D. C. Cook Unit 2 was scheduled for a refueling outage in November 1985.

With the Commission's approval (letter dated November 14, 1985) we have rescheduled the Unit 2 refueling outage for late February 1986.

As a result of that extension, there are several outage-related and 1985 year-end commitments that cannot be met.

Pursuant to discussions with your staff, the following is a tentative list of commitments which will be extended from December 31, 1985 until the end of the Unit 2 refueling outage which is currently scheduled to begin in February 1986.

This letter is to inform you of those commitments and to recgxest changes in the appropriate documentation to allow continued operation until the end of that outage.

(1)

Appendix R Items III.G.2 and III.G.3 modifications such as cross-connects between units which must be completed during a Unit 2 refueling outage.

Appendix R Item III.J will be completed two months after the restart of Unit 2.

This two-month period is recpxired so that we can determine the best location for the emergency lighting.

(2)

The Reactor Vessel Level Instrumentation System (RVLIS) will be extended.

Although we believe that it may be functional before the end of 1985, we understand that we must allow time for your staff's pre-implementation review before declaring it operable.

(3)

Implementation of upgraded EOPs in both Units 1 and 2 will be extended on both units for consistency of operation between units.

The Safety Parameter Display System (SPDS) will be extended on both Units 1 and 2 for consistency of operation between units.

The Technical Support Center (TSC) and the Emergency Offsite Facility (EOF) will also be dependent upon completion of the SPDS.

We will maintain the Emergency Response Facilities which have been demonstrated effective during Emergency Preparedness Exercises.

Item (2) is a NUREG-0737 1985 year-end commitment.

Items (3), (4),

and (5) are specified under Confirmatory Order dated July 12, 1985.

In addition to the above items, we have certain Technical Specification surveillances that were scheduled to be done during the refueling outage.

A letter requesting change of the surveillance intervals associated with these specifications will be transmitted to you shortly.

This document has been prepared following Corporate procedures which incorporate a reasonable set of controls to insure its accuracy and completeness prior to signature by the undersigned.
