Gentlemen:

This refers to your letter dated September 16, 1983, concerning access to the D.C. Cook Nuclear Pacility by NRC personnel, or HRC contractor personnel, with facial hair which may interfere with the seal of a respirator facepiece.

This matter was discussed between representatives of our respective staffs during a management meeting conducted October 31, 1983, at the D.C. Cook site.

Ue under-

stand, based on those discussions and a telephone conversation with M. P. Alexich on November 22, 1983, that henceforth all duly authorized NRC and NRC contractor representatives willbe granted unfettered access to the D.C. Cook plant facil-ities as may be necessary in the performance of their duties, regardless of their facial hair status.

It is recognized that this access is subject to routine security clearance and site specific training requirements as well as other re-gulatory requirements which may restrict access to certain plant areas.

Such access is not inconsistent with NRC or OSH'A regulations or guidance not is it inconsistent with the Health Physics Appraisal Hndings which were communicated to you in NRC Inspection Report 50-315/80-23; 50-316/80-19.

Personnel who~

respirators mueL not have facial hair which interferes with the facepiece seal; this requirement applies to licensee, NRC, and all other personnel.

However, NRC personnel are not routinely required to wear respiratory protection equipment in the course of their duties.
