Thank you for your letters dated September 16 and 30, 1983, which included a copy of Indiana and Michigan Electric's Scope of Exercise and Obgectives for the Donald C. Cook Plant emergency preparedness exercise which is now scheduled for January 25, 1984.
Although not specifically included in your list of exercise objectives, we understand that the collection and analysis of at least one sample (contain-ment air or primary coolant) utilizing your post-accident sampling system will be included as an exercise objective.
This is based on a phone con-versation between Mr. M. P. Phillips of my staff and Mr. W. A. Smarella of the Donald C. Cook Plant staff on September 22, 1983.
We find the scope and objectives of your exercise, with the inclusion of post-accident sampling and analysis, to be acceptable.
Although'- the date of your exercise of January 25, 1984 will result in no exercise being held during calendar year 1983;- we have determined that this date does meet the intent of 10 CFR 50, Appendix E, Section IV.F with regard to the conduct, of an annual exercise.
The NRC staff interprets the phrase annual to mean within one year plus three months, with three successive annual exercises held within thirty-nine months.
Since your last exercise was held in October of 1982, an exercise date in Janury of 1984 is within the annual exercise frequency window.
We would appreciate submittal of the exercise scenario and controller packages consistent with our letters of January 12, 1982 and August 2, 1983.
Namely submittal of the exercise scenario to this office only by December ll, 1983; and submittal of the completed controller package to this office only by January 5,
1984.
