This letter and its attachments are suhnitted in response to your January 12, 1982 request and August 26, 1983 reninder to subnit scheduled exercise information to ensure adequate review and coordination with all participating organizations.

The scope and objectives were developed during a joint on site meeting on Septenber 7, 1983, with representatives fran the State of Michigan and FENA.

At that meeting, PENA presented the document "Modular Format for Uniformity of Radiological Emergency Preparedness Exercise Observations and Evaluations," June 1983.

This document contained a standardized list of exercise objectives cross-referenced to specific modules and planning standards and elenents of FENA-REP-l.

Although this document and the standardized objectives were subnitted cIuite late for adequate evaluation, we have attenpted to develop the exercise scope and objectives to be consistent with this Eppes I

This scope and the objectives are considered to be preliminary and subject to change.

In accordance with the guidelines of your January 12, 1982 letter, it. is our intention to subnit the exercise scenario by October 17, 1983. If the Scope of Exercise and Objectives are rerised as a result of input fran FEMA, State, or local agencies, we will acbrise you at that time.

The completed controller/pranpter package containing the information to be supglied to the observers and participants will be suhnitted by Novanber 10, 1983.

As per your August. 26, 1983 letter, this

Novenber 30, 1983 The exercise will be developed to ensure that simulated energency conditions exist to demonstrate the coordination of the Indiana 6 Michigan Electric Canpany, State and local agencies response to a staged nuclear accident.

%he exercise will involve preplanned responses to escalating emergency conditions at the Plant, providing for the establishment of acmnunication and interplay between Ganpazy and Governmental response organizations as outlined in the Donald C. Gook Nuclear Plant Emergency Plan.

Specific objectives for the exercise are listed below.

EXERCISE CBJECV 1VES:

l.

Demonstrate the ability to activate the energency organization and staff the Plant emergency response facilities, including the Gontrol Roan, Technical Support Center, Operations Staging Area, Emergency Operations Facility, the American Electric Power Service Gorporation Engineering Emergency Operating Facility and the Joint Public Information Center.

2.

Demonstrate the adecluacy of facilities and displays to support emergency operations.

3.

Demonstrate the reliability, and effective use of emergency cccnnllInications ecfulphent and pLoceclureso 4.

Demonstrate the ability of appropriate individuals to direct the r~uired energency organizations in the imglenentation of the energency plan and emergency plan implenentation proceclures

Demonstrate the ability of the energency organization to assess the incident conditions to determine which energency action levels have been reached and to properly classify the incident.

6.

Demonstrate the Corporate and Plant ability to perform dose calculations utilizing radiological survey information and make appropriate recommendations concerning protective actions utilizing all relevant factors.

7.

Demonstrate the ability of on-site field monitoring teams to use emergency

~uignent to perform radiological surveys and report results.

8.

Demonstrate appropriate equignent and procedures for determining ambient radiation areas.

9.

Demonstrate adequate eguignent and procedures for decontamination of on-site emergency workers and eguignent, as required.

10.

Demonstrate the ability of the Plant to provide the JPIC with accurate and timely information so reports may be made to the news media.

ll.

Demonstrate the capability of developing clear and accurate public information releases in conjunction with State and local representatives at the JPIC.

12.

Demonstrate the organization' ability to communicate system-wide and control rumors.

13.

Demonstrate the ability to monitor and control energency worker exposure within the Plant.

14.

Demonstrate the ability to perform personnel accountability, search and

rescue, as r~uired.

15.

Demonstrate the Plant and Corporate ability to conduct recovery operations, as r~uired (table top exercise).

Due to the demands placed upon the Plant and Corporate organizations to simultaneously operate the Plant in a normal mode and participate in the

exercise, demonstration of shift relief capabilities will be limited to a display of personnel assignment schedules.

Demonstrate ability to mobilize staff and activate facilities pranptly.

2.

Demonstrate ability to fully staff facilities and maintain staffing around the clock.

3.

Demonstrate ability to make decisions and to coordinate emergency activities.

4.

Demonstrate adequacy of facilities and displays to support energency operations.

5.

Demonstrate ability to communicate with all appropriate locations, organizations, and field personnel.

6.

Demonstrate ability to project dosage to the public via plume exposure, based on Plant and field data, 'and to determine appropriate protective

measures, based on PAQ's, available
shelter, evacuation time estimates, and all other appropriate factors.

7.

Demonstrate ability to project dosage to the public via ingestion pathway exposure, based on field data, and to determine appropriate protective

measures, based on PM's and other relevant factors.

8.

Demonstrate ability to alert the public within the ten (10) mile EPZ, and disseminate an initial instructional

message, within fifteen (15) minutes, up to the point of actually sounding the sirens and notifying the public.

Demonstrate ability to formulate and distribute appropriate instructions to the public, in a timely fashion, via JPIC only without EBS announcements.

10.

Demonstrate the organizational ability necessary to manage an orderly eracuation of all or part of the Plune EPZ.

Demonstrate the organizational ability necessary to deal with impedunents to evacuation, as inclenent weather or traffic obstructions.

12.

Demonstrate the organizational ability and resources necessary to control access to an evacuated

area, including the demonstration of maned or barricaded access control points.

13.

Demonstrate the organizational ability necessary to effect an orderly evacuation of mobility-impaired individuals within the plune EPZ.

14.

Demonstrate the organizational ability necessary to effect an orderly eracuation of schools within the plune EPZ ~

15.

Demonstrate ability to continuously monitor and control emergency worker exposure.

16.

Demonstrate the ability to make the

decision, based on predetermined criteria, whether to issue KI to emergency workers and/or the general population.

17.

Demonstrate ability to brief the media in a clear, accurate and timely manner.

18.

Demonstrate ability to provide advance coordination of information released.

19.

Demonstrate ability to establish and operate runor mntrol in a coordinated fashion.
