Docket No. 50-315

Docket No. 50-316

American Electric Power Service

Corporation

Indiana

and Michigan Power Company

ATTN:

Mr. John E. Dolan

Vice Chairman

Engineering

2 Broadway

New York, NY

10004

jj,ALE COpY

Gentlemen:

This refers to the routine safety inspection conducted

by Messrs.

M. A. Ring

and D.

LE Robinson of this office on June

16-19, 22-23,

1981, of activities

at D.

C. Cook, Unit 1 and 2, authorized

by NRC Operating License

No. DPR-58

and No. DPR-74 and to the discussion of our findings with Mr. D. V. Shaller

at the conclusion of the inspection.

The enclosed

copy of our inspection report identifies areas

examined during

the inspection.

Within these

areas,

the inspection consisted of a selective

examination of procedures

and representative

records,

observations,

and

interviews with personnel.

During this inspection,

certain of your activities appeared

to be in non-

compliance with NRC requirements,

as specified in enclosed

Appendix A.

A

written response,

submitted under oath or affirmation, is required.

With

regard to the unresolved

item in paragraph

7 of the inspection report,

we

are concerned with the quality of your review of the Unit 2 Cycle

3 Reload

Core.

Specifically,

we are concerned that the initial reviews of Cycle 3

Reload indicated that no unreviewed safety questions

existed

and no Tech-

nical Specification

changes

were required.

However,

subsequent

reviews,

using apparently the

same safety evaluation report

showed that Technical

Specification

changes

were required,

and these

were requested in your

letters

dated

May

1 and 7,

1981, to the NRC.

Therefore, in addition to

your response

to the items of noncompliance in Appendix A, please

provide

this office with additional information regarding the review process

of

the Unit 2 Cycle 3 Reload

as discussed in paragraph

7 of this report.
