Cook Unit No.

2 application for an operating license, the NRC requested a commitment from the licensee to implement Regulatory Guide 1.58 on preoperational and startup testing.

In July 1977, the licensee provided this commitment in Amendment No.

77 to the FSAR.

On November 27, 1978, the Indiana and Michigan Power Company submitted an amendment to the FSAR and stated the intent to combine the load rejection and turbine trip startup tests and perform only the load rejection test on the Donald C.

Cook Unit No. 2.

A change to the Nucleal. Safety and Design Review Committee proposed in the same letter will be addressed by'a future license amendment.

On February 16, 1979, the proposal to perform only the load rejection test was further modified to propose not performing any tests but rather to rely on a number of trips that had 'already occurred at the

, plant since startup.

'In our review of these" proposals, we identified the types of information necessary to be obtained from a load rejection test and requested that you provide this information for the trips that you have proposed to rely on.

In your November 30, 1979 letter, you repori.ed that a full load rejection test had been performed on July 21, 1979 and, accordingly, withdrew your alternate proposals.

With the completion of the test and your letter to Region III on December 27, 1979 reporting the test results>

we find that you have fulfilled your commitment to follow the guidelines of'Regulatory Guide 1.68 as revised.
