2 authorized

and to the
discussion of our findings with Mr. Shaller
and others of your
staff at the conclusion of the inspection.
The enclosed
copy of our inspection report identifies areas
examined during the inspection.
Within these areas,
the
inspection consisted
of a selective
examination of procedures
and representative
records,
observations,
and interviews with
personnel.
Areas
examined during this inspection
concern
a sub)ect
matter which is exempt from disclosure
according
to Section
2.790 of the NRC's "Rules of Practice," Part 2, Title 10,
Code of Federal Regulations.
Consequently,
the enclosure
to this letter, our report of this inspection,
and your
response
to the noncompliance identified in the enclosure
to this letter will not be placed in the Public Document
Room.
Therefore,
your statement
of corrective action
regarding the noncompliance identified in the enclosure
should be submitted
as
a separate
enclosure
to your trans-
mittal letter.
During this inspection,
certain of your activities. appeared
to be in noncompliance with NRC requirements,
as described
in the enclosed
Appendix A.

This notice is sent to you pursuant to the provisions of
Section 2.201 of the NRC's "Rules of Practice," Part
2 ~ Title
10, Code of Federal Regulations.
Section 2.201 requires
you
to submit to this office within twenty days of your receipt
of this notice a written statement
or explanation in reply,
including for each item of noncoaplisnce1

action taken and the results achieved;
(2) corrective action

Based
on the inspection
conducted
on April 19 and
20,
1979, certain
of your activities appear to be in noncompliance with NRC require-
ments,
as noted below.
This item is an infraction.
The facilities approved security plan and
10 CFR 73 '5(c)(3) require
an isolation zone be maintained.
Contrary to the above,
on April 19,
1979 it was observed
that the
20 foot isolation zone required by paragraph
3 '
~ 2 of the Security
Plan was not maintained
when eight tanks were placed within 16 feet
of the security fence.
