Dear Mr. Levine:

The Commission has issued the enclosed Amendment No. 118 to Facility Operating License Nos. NPF-41, NPF-51, and NPF-74 for the Palo Verde Nuclear Generating Station, Unit Nos. 1, 2, and 3, respectively.

The amendment consists of changes to the Technical Specifications (TS) in response to your application dated June 13, 1995, as supplemented by letters dated August 16, 1995, June 9, 1998, and September 6, 1998.

The amendment revises TS 3.5.1, "Safety Injection Tanks (SITs) - Operating," and TS 3.5.2, "Safety Injection Tanks - Shutdown," to extend the allowed outage times (AOTs) for the SITs.

The June 13, 1995, application also included proposed TS changes extending the AOTs for the low pressure safety injection systems and the emergency diesel generators.

Your letter dated September 6, 1998, withdrew the proposed TS changes for these two systems since the NRC had identified that a configuration risk management program would need to be added to the TS.

A copy of the Notice of Partial Withdrawal is enclosed and.has been forwarded to the Office of the Federal Register for publication. The September 6, 1998, letter also stated that Arizona Public Service Company intends to reapply at a future date for an extension to the AOTs for these systems, an/ will include the details of a configuration risk management program at that time, ifthe need for such a program is not alleviated by changes in the Maintenance Rule.
