REPORT 50-528/98-99; 50-529/98-99; 50-530/98-99, DATEDAPRIL 8, 1998

Dear Mr. Levine:

This is in response to your letter of April 22, 1998, subject as above, and the associated

telephone conversation between you and J. E. Dyer, Deputy Regional Administrator, on April23,

1998.

In your letter, you requested that the NRC reconsider the rating given in the Operations

functional area and that this reconsideration be made prior to the April 28 public meeting being

held to discuss the April 8, 1998, SALP report.

As discussed with you on April 23, 1998, we plan on following the guidance in NRC

Management Directive 8.6 concerning the conduct of the public meeting.

We see this as a

forum that willprovide you, your staff and the NRC an opportunity to openly and candidly

discuss the issues associated with the performance assessment.

Additionally, we believe that

this meeting willprovide a further opportunity to better understand the bases for your

disagreement with the assessment.

After the public meeting, we will reconsider the rating in the

Operations functional area as you requested.

Any additional information which you may wish to

submit would be welcomed.

The agency appreciates your perspective on this matter.

The NRC encourages

an interactive

exchange between licensees and the staff concerning the SALP process and the associated

functional area ratings. We willcarefully review our assessment,

considering all of the

information which you provide, as well as that already on the docket.
