REQUEST FOR SUPPLEMENT TO TECHNICAL SPECIFICATION AMENDMENT REQUEST TO CHANGE THE METHOD TO RESPOND TO A SUSTAINED, DEGRADED SWITCHYARD VOLTAGE FOR THE PALO VERDE NUCLEAR GENERATING STATION (TAC NOS.

H97192, M97193 AND M97194)

Dear Mr. Levine:

The staff is completing its review of your application dated November 6,

1996, to revise the Palo Verde Technical Specifications to change the method of responding to a sustained, degraded switchyard voltage condition.

In your application, you indicated that additional

changes, which will be required to fully resolve the issue, will be submitted in the first quarter of 1998.

The staff considers your commitment to provide a long-term solution to this issue in the first quarter of 1998 essential to acceptance of the proposed TS actions contained in your November 6, 1996 request in the interim.

Accordingly, the staff requests that within 30 days of receipt of this letter, you submit a request for, a condition.to your license that codifies your commitment to provide your long-term solution to the degraded grid voltage issue by March 31, 1998.
