NRC INSPECTION REPORT 50-528/97-10; 50-529/97-10; 50-530/97-10
Dear Mr. Levine:
An NRC inspection was conducted
May 20-23, 1997, at your Palo Verde Nuclear
Generating Station, Units 1, 2, and 3, reactor facilities. The enclosed report presents the
scope and results of that inspection.
Followup conversations
were held on June 11-13,
1997, to discuss additional information that became
available after the May 23, 1997, exit
meeting and a change
in the characterization
of one issue involving continuous personnel
accountability.
The inspection included implementation of your emergency
plan and procedures
during
your biennial emergency preparedness
exercise.
Overall, the performance
during the
biennial exercise was good; however, two exercise weaknesses
and a number of other
performance
issues, which detacted from the overall effectiveness,
were identified.
The
two exercise weaknesses
pertained to the failure to recognize and declare the notification
of unusual event and the failure to make required offsite agency notifications.
Exercise weaknesses,
according to 10 CFR Part 50, Appendix E.IV.F.2.g, are inspection
findings that need to be corrected by th'e licensee.
Therefore, you are requested to provide
this office with a description of your corrective measures
and your schedule for completing
these actions within 30 days after receipt of this letter.
In accordance
with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of this letter
and its enclosure will be placed in the NRC Public Document Room.
