Units 1,2, and 3 Docket Nos. STN 50-528/529/530 Cancel Commitment to Revise the Technical Specification Limits Associated With Inoperable Main Steam Safety Valves This letter is to inform the Nuclear Regulatory Commission (NRC) that a proposed amendment to the PVNGS Technical Specifications (TS) Table 3.7-2 to revise the maximum allowable steady state power levels and variable overpower trip (VOPT) setpoints when one or more main steam safety valves (MSSVs) are inoperable is no longer necessary. In References 1 and 2, APS stated that analysis had been performed in response to NRC Information Notice 94-60, "Potential Overpressurization of Main Steam System." At that time, the analysis identified the need to revise the limits in TS Table 3.7-2 for reactor power and VOPT setpoints with inoperable MSSVs to ensure operation within the safety analysis at the power uprate (3876 Mwt) conditions. However, the changes to the VOPT setpoints were not included with the power uprate amendment request because in IN 94-60 the NRC Staff stated that it did not expect licensees to prepare TS changes while the Staff was considering the need for generic resolution of the issue. In Reference 2, APS indicated that proposed TS changes were planned to be submitted by the end of 1996.

U.S. Nuclear Regulatory Commission Cancel Commitment to Revise the Technical Specification Limits Associated with Inoperable Main Steam Safety Valves Page 2 APS updated the inoperable MSSV analysis prior to the end of 1996 based on reduced core inlet temperatures associated with the PVNGS reactor coolant system temperature reduction and power uprate design changes. The updated analysis identified that the current limits in TS Table 3.7-2 for reactor power and VOPT setpoints with inoperable MSSVs would ensure operation within the safety analysis at the power uprate (3876 Mwt) conditions. Therefore, no TS changes will be submitted.
