Clarification of ECCS Leakage Information/r LBLOCA Analysis I reviewed PVNGS's "Post-LOCA ESF Leakage" calculation no.
13-NC-SI-200 that was submitted in response to our 2/15/96 telephone conference call.
Although it provides additional information on the method used to arrive at an ESF leakage rate of 1500 cc per hour, it does not directly address the question I
asked about their ESF leakage rate.
The specific question concerns the value of ESF leakage rate that PVNGS uses in response to the THI Action Plan item III.D.I.I leakage reduction program.
This value is probably-not in their tech specs, but would likely be specified in a procedure that limits the amount of ESF leakage during operations.
At many plants, if the value of ESF leakage during operations exceeds the limit specified in the procedure, the licensee then takes actions to reduce the ESF leakage rate.
It would be helpful for PVNGS to either confirm that the 1500 cc per hour leak rate is the value used in their III.D.l. I leakage reduction program or submit the procedure that specifies the maximum leak rate during operations.
