Dear Hr. Levine:

By letter dated October 4, 1996, Arizona Public Service Company proposed changes to the PVNGS technical specifications (TS) as part of PVNGS conversion'o the improved standard technical specifications

( ITS).

In Section 3.5.2, "Safety Injection Tanks (SITs) - Shutdown",

PVNGS proposed to change the SIT nitrogen cover pressure during Modes 3 and 4 with pressurizer pressure less than 1837 psia from 254 psig.to 260 psig.

The staff requests that you justify the new TS value of;260 psig.-

The justification should include the calculations and 'should discuss the-standards and methodologies used in your instrument uncertainty valuesand the applicability of the standards to PVNGS Units I, 2, and-3.
