Dear Mr. Stewart:

An NRC inspection was conducted August 12 through September 25, 1996, at your Palo
Verde Nuclear Generating Station, Units 1, 2, and 3 reactor facilities and in the RIV
Arlington Office. The enclosed report presents the scope and results of that inspection.
Following the exit meeting the results of this inspection were discussed with Ms. A.
Krainik of your staff on September
11 and 26, 1996.
The enclosed report presents the
scope and results of that inspection.
We have determined that your motor-operated valve program, as revised in response to
several concerns raised during this and previous inspections,
has successfully implemented
your commitments to Generic Letter 89-10, "Safety-Related Motor-Operated Valve Testing
and Surveillance."
Consequently, the NRC review of your Generic'Letter 89-10 motor-
operated valve program has been closed.
Your motor-operated valve program continues to
require attention to complete the final documentation of your justifications for certain
assumptions
supporting your determination of the design basis capability for motor-
operated valves.
You are encouraged
to complete your final documentation efforts in a
timely manner.
In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice,"
a copy of this letter
and its enclosure will be placed in the NRC Public Document Room (PDR).
Should you have any questions concerning this inspection, we will be pleased to discuss
them with you.
