STN 50-528/529/530 Spent Fuel Pool Survey Commitments In the referenced letter, the NRC Staff requested that Arizona Public Service Company (APS) provide a letter to confirm and provide projected completion dates for commitments associated with a survey of the PVNGS spent fuel pool cooling system.

The commitments and projected completion dates "are identified in the enclosure to this letter.

As a cross reference, the commitments to resolve UFSAR discrepancies (items 2 and 3 in the enclosure) are also being tracked by the NRC Staff as part of inspection follow-up item (IFI) 50-528; 529; 530/96007-03, identified in NRC Inspection Report 50-528/96-07; 50-529/96-07; and 50-530/96-07, dated June 21, 1996.

ENCLOSURE SPENT FUEL POOL SURVEY COMMITMENTS The NRC statements below are repeated from the enclosure to the letter dated July 1, 1996, from James W. Clifford, NRC, to William L. Stewart, APS, "Spent Fuel Pool Survey Commitments for Palo Verde Nuclear Generating Station."

The statements reflect APS commitments made during a survey of the spent fuel pool cooling system on February 12-13, 1996.

A detailed summary of the NRC Staffs observations, findings and conclusions from the fuel pool cooling survey was provided in Section E3 of NRC Inspection Report 50-528/96-07; 50-529/96-07; and 50-530/96-07 (IR 96-07),

dated June 21, 1996. The commitments described in items 2 and 3 below are being tracked by the NRC Staff as part of inspection follow-up item (IFI) 50-528; 529; 530/96007-03 in the Inspection Report.

The commitments below involve issues of minor significance.

Completion of the commitments is not needed prior to the Fall 1996 Unit 1 refueling, since fuel pool cooling for a full core offload of fuel assemblies (the normal practice) has been evaluated and is currently described in the UFSAR. With respect to Commitment 1, the performance of the fuel pool cooling system has been good and routine performance monitoring will be an enhancement to provide long-term confidence in the system.

With respect to Commitments 2 and 3, the UFSAR and or procedure clarifications, as detailed in IR 96-07, do not involve major design/licensing basis deviations but will involve enhancements to provide a clearer description of the design and licensing basis.

1. NRC Statement:

The licensee identified the potential need to routinely monitor the performance of the fuel pool cooling system.

The licensee was pursuing this issue through the CRDR process.

APS Response/Commitment:

APS has determined that the performance of the spent fuel pool cooling (PC) system should be routinely monitored.

Routine monitoring of the performance of the PC system will be implemented by including the PC heat exchangers, pumps, and valves in appropriate plant monitoring programs by December 31, 1996.

2. NRC Statement:

The licensee committed to address a discrepancy between the UFSAR and procedure 41OP-1PC01, "Fuel Pool Cooling," regarding the number of fuel pool cooling pumps needed for various conditions.

Procedure 41OP-1PC01, Section 3.0 stated that a single pump and two heat exchangers should be used to maintain fuel pool temperature less than 145 F prior to initiating SDC.

The UFSAR stated that this lineup should be used to maintain temperature less than 125'F, and that two pumps and two heat exchangers should be used above 125'F.

APS Response/Commitment:

APS will correct the, discrepancy between the UFSAR and procedure 41OP-1PC01, "Fuel Pool Cooling," regarding the number of fuel pool cooling pumps needed for various conditions by January 31, 1997. Any resulting UFSAR changes will be included in the next routine UFSAR update scheduled for submittal to the NRC by December 31, 1997.

3. NRC Statement:

The licensee committed to review the UFSAR sections pertaining to the SFP to further verify the consistency between actual plant operation and UFSAR descriptions.

APS Response/Commitment:

APS has reviewed the UFSAR sections pertaining to the SFP and identified some descriptions that could be clarified to enhance the consistency between actual plant operation and the UFSAR.

APS will implement the clarifications to enhance the consistency between actual plant operation and UFSAR descriptions by January 31, 1997.

Any resulting UFSAR changes will be included in the next routine UFSAR update scheduled for submittal to the NRC by December 31, 1997.
