SPENT FUEL POOL SURVEY COMMITMENTS FOR THE PALO VERDE NUCLEAR GENERATING STATION
Dear Mr. Stewart:
On February 12-13,
- 1996, we conducted a survey of design, current licensing
- bases, and operating practices related to the spent fuel pool cooling system.
During the survey, in discussions with your staff, several statements were made regarding changes that were needed to procedures or the UFSAR based on our survey and your own review.
Our understanding of these statements is provided in enclosure l.
We consider it necessary to obtain your formal commitment to these issues to assure appropriate documentation of your licensing basis for the spent fuel
- pool, and to assure that plant activities are conducted in accordance with that licensing basis.'ccordingly, we request that you provide a letter within 30 days of receipt of this letter that confirms these commitments, and also indicates the dates for completion of these actions or projected completion dates for actions not yet completed.
These commitments will then be tracked by the Regional office and followed up in future inspections.

ENCLOSURE CONNITHENTS FOR POTENTIAL FOLLONUP FOR THE SPENT FUEL POOL SURVEY PALO VERDE NUCLEAR GENERATING STATION-The licensee identified the potential need to routinely monitor the performance of the fuel pool cooling system.
The licensee was pursuing this issue through the CRDR process.
The licensee committed to address a discrepancy between the UFSAR and procedure 410P-lPC01, "Fuel Pool Cooling," regarding the number of fuel pool cooling pumps needed for various conditions.
Procedure 410P-1PCOl, Section 3.0 stated that a single pump and two heat exchangers should be used to maintain fuel pool temperature less than 145 F prior to initiating SDC.
The UFSAR stated that this lineup should be used to maintain temperature less than 125 F, and that two pumps and two heat exchangers should be used above 125 F.
The licensee committed to review the UFSAR sections pertaining to the SFP to further verify the consistency between actual plant operation and VFSAR descriptions.
