This refers to the inspection

conducted

by Arthur D. Mcgueen

and other members

'f an

NRC team during the period April 11-14,

1995.

The inspection

included

a

review of activities authorized for your Palo Verde Nuclear Generating

Station,

Units 1,

2,

and 3, facility.

At the conclu'sion of the inspection,

the findings were discussed

with you and those

members of your staff

identified in the enclosed

report.

Areas

examined during the inspection

included the implementation of your

emergency

plan

and procedures

during your annual

emergency

exercise.

Within

these

areas,

the inspection consisted

of selective

examinations

of procedures

and representative

records,

interviews with personnel,

and observation of

activities in progress.

The results of this inspection

are documented

in the

enclosed

report.

Two exercise

weaknesses

identified during the inspection

are discussed

in

Section

6. 1. 1 of the enclosed

inspection report.

The weaknesses

involved

a

failure to make

a timely notification of a general

emergency

and problems with

protective action recommendations.

Exercise

weaknesses

according to

10 CFR Part 50, Appendix

E. IV.F.5, are

inspection findings that

need to be corrected

by the licensee.

You are

requested

to provide this office with a description of your corrective

measures

and your schedule for completing these

actions within 30 days after

receipt of this letter.

In accordance

with 10 CFR 2.790 of the NRC's "Rules of Practice,"

a copy of

this letter

and its enclosures will be placed in the

NRC Public Document

Room.
