Thank you for your letter of February
10.
1995, in response to our letter
and
Notice of Violation dated January ll. 1995.
We have reviewed your reply and
find it responsive to the concerns
raised in our Notice of Violation.
Your
letter discussed
efforts to bring about increased
awareness
and use of the
corrective
action process
and to assign
high priority to obtaining necessary
Technical Specification changes.
We commend your personal efforts in these
initiatives.
We will review the implementation of your corrective actions
e
during
a future inspection to determine that full compliance
has
been achieved
and will be maintained.
In your letter of response.
you stated that there
was
no intention,
as stated
in the inspection report, to abandon Technical Specification limits in favor
of administrative controls.
As discussed
in the context of our inspection
report.
we did not mean to imply an act of wrongdoing or careless
disregard
had occurred.
To the contrary.
our staff determined that your staff had
developed
new administrative limits that were technically adequate
and more
conservative
than the Technical Specification limits that your staff had
determined to be inadequate.
Our concern
was that new Technical Specification
limits were not submitted in a timely manner for; NRC staff review and license
amendment.
To remove any ambiguity associated
with this issue.
attached to this letter
are two replacement
pages for the subject inspection report.
The two
paragraphs
that have been
changed
are indicated by revision bars in the page
margins.
Please insert these
pages in the subject report
and destroy the
originals.
