Palo Verde Nuclear Generating Station (PVNGS)

Units 1,2, and 3 Docket Nos. STN 50-528/529/530 Safety Parameter Display System (SPDS) Certification File: 94-001-545'4-056-026 In response to Generic Letter (GL) 89-06, Arizona Public Service Company (APS) certified in Reference'1 that the SPDS would be modified to meet the requirements of NUREG 0737.

The NRC Staff responded on April 25, 1990, acknowledging our certification and requested notification when SPDS was fully implemented.

Installation of SPDS in Unit 2 was reported by APS in Reference 2. Installation has been completed in both Units 1 and 3 in December 1993, and June 1994, respectively.

The PVNGS SPDS has been fully implemented and meets the requirements of NUREG 0737 based on the following completed actions:

SPDS has been installed in each Unit as well as in the "B" simulator.

Operators are capable of using SPDS and will receive continuing training during future training cycles.

U.S. Nuclear Regulatory Commission ATTN: Document Control Desk Safety Parameter Display System Page 2 SPDS is integrated with the existing plant Emergency Operating Procedures (i.e.,

mimics the Plant's EOPs) and can be used to assess accident conditions.

The required data points are available to the operators and provide reliable data.

Currently there are approximately 20 points, across all 3 units, in error which have been scheduled to be corrected under the Work Control Process.

PVNGS has identified unnecessary/confusing data which will be disabled to enhance operator confidence and useability of SPDS.
