2 OPERATING INTERVAL, BASED ON STEAM GENERATOR EDDY CURRENT INSPECTION RESULTS PALO VERDE NUCLEAR GENERATING STATION, UNIT NO.

2 (TAC NO. M86178)

We have reviewed your letter of March 8,

1994, which provided your Steam Generator Inspection Report and your safety assessment of restart and continued operation of Palo Verde Unit 2.

A meeting was held with your staff on March 15, 1994, to discuss in detail the results of your most recent inspection.

Based on our review, discussed more fully in the enclosed Safety Evaluation, we have concluded that Unit 2 can safely operate for six months before the next steam generator tube inspection, as proposed.

The staff will review additional information, that you committed to provide during our meeting of March 15, 1994, prior to addressing a longer cycle length.

Regarding the other units, Unit 3 has recently completed a refueling outage that included steam generator chemical cleaning and eddy current testing.

Several free-span axial crack indications were identified following chemical cleaning of steam generator number 32.

Based on your inspection results, by letter of June 20,

1994, you proposed to operate Unit 3 for six effective full-power months, not to exceed six calendar months in Modes 1, 2, or 3 after startup.

Your eddy current inspection results for Unit 3 indicate that Unit 2 tube degradation is limiting; therefore, your proposal for a six-month cycle length on Unit 3 is bounded by the safety evaluations performed to date on Unit 2.

Unit 1 has been operating for approximately seven months, following its steam generator eddy current inspection conducted in November 1993.

Although no free-span axial crack indications have been identified in Unit 1 steam generators to date, the last inspection did identify tubesheet circumferential 9406280086 940622
