RESPONSE

TO NRC BULLETIN 88-08, "THERMAL STRESSES IN PIPING CONNECTED TO REACTOR COOLANT SYSTEMS" AND ITS SUPPLEMENT (TAC NOS.

M69664, H69665, AND M69666)

Bulletin 88-08, dated June 22, 1988, reported a pipe crack resulting in a leak in an unisolable section of emergency core cooling system piping connected to the reactor coolant system.

This Bulletin was issued to all nuclear power reactor licensees.

It requested licensees to review the reactor coolant systems to identify any connected, unisolable piping that could be subjected to thermal stresses, and to take action, where such piping is identified, to ensure that the piping will not be subjected to unacceptable thermal stresses.

Supplement 1 to Bulletin 88-08 expanded the initial scope to include examinations of high stress locations including base metal, as appropriate.

In your letter of June 30, 1993, Arizona Public Service Company (APS) provided a response to a request for additional information from the NRC letter of April 20,

1993, and an updated status of the APS response to Bulletin 88-08.

The staff, on September 2,

1993, held a telephone call with your staff to discuss and clarify, where necessary, the staff's request.

You provided responses on October 1,

1993, and January 26, 1994, to address the staff's questions.

In your response, you committed to install thermocouples on the pressurizer auxiliary spray and main spray systems in Unit 3.

These thermocouples will serve as a pilot program to determine thermocouple locations for Units 1 and 2.

In addition, you also provided calculation of the bounding. thermal stratification stresses in the auxiliary pressurizer spray line for staff's review.
