SAFETY EVALUATION FOR FUEL ASSEMBLY SHOULDER GAP MEASUREMENTS (TAC NOS.

H85821, M85822, AND H85823)

By letter dated January 25,

1993, you requested NRC approval to discontinue fuel assembly shoulder gap measurements.

In support of your request, you provided CEN-419(V)P, "Palo Verde Nuclear Generating Station - Unit 1 End-of-Cycle 3 Fuel Examination Report."

This report contains the results of fuel rod shoulder gap measurements made by ABB-Combustion Engineering, Inc. during the Unit 1 cycle 3 refueling outage.

The NRC staff has completed its review and concludes that the commitment to perform shoulder gap measurements to ensure adequate clearance is no longer necessary for Palo Verde Units 1, 2, and 3.

A copy of the related Safety Evaluation is enclosed.

This completes the staff's effort on this issue and closes TAC Nos.
