Palo Verde Nuclear Generating Station (PVNGS)
Units 1, 2, and 3 Docket Nos. STN 50-528/529/530 Safety Parameter Display System.(SPDS)
Implementation File: 93-001-545 93-056-026 Arizona Public Service Company (APS) letter dated March 29, 1991, indicated that the SPDS audible alarm would be re-installed in the designated user's SPDS workstation (see Item A.15 in the attachment to the referenced letter). Further evaluation by APS led to a decision to not re-install the SPDS audible alarm, based on a human factors consideration that the SPDS audible alarm could likely become a nuisance alarm.
As an alternative, APS is installing, as part of the video displays, continuously visible indicators that flash red when a critical safety function is in jeopardy. This alternative fully satisfies the need for an alarm of critical safety functions identified in NUREG-0696, and this change in the alarm function will not result in adverse effects on operator interface with the SPDS.
Three of these video displays are being installed in each control room; two are being mounted in the control boards at approximate eye level to the operators, and the third is being mounted on the operator's console.
The installation of the visible indicators has been completed in Unit 2, and the Unit 2 SPDS meets the requirements of NUREG-0737, Supplement
- 1. Installation of the visible indicators will be completed in Units 1 and 3 prior to the startup following the fourth refueling outage of each unit.
