Dear Mr. Maier:
SUBJECT:
GINNA RESPONSE TO SEP TOPIC II-2.C By letter dated January 12, 1982, you responded to the staff's final safety evaluation of SEP Topic II-2.C.
In that letter you stated that Rochester Gas 8 Electric (RGSE) does not agree with the atmospheric dispersion coef-ficients provided in the staff's September 24, 1981 eva3uation.
You further stated that the values provided in your June 30, 1981 letter to us should be utilized.
The values provided in our September 30, 1981 evaluation were calculated in-dependently by the staff based on available onsite meteorological data.
The staff calculations were done in accordance with the methodology described in Regulatory Guide (R.G.) 1.145 and are described in our evaluation.
- However, your analysis does not contain sufficient information for us to determine g~OV'he differences in calculational methodology which may account for the dif-s fering results.
y I We have re-examined the analysis provided in our September 24, 1981 safety
~- o7 evaluation and determined that it was done in accordance with current accep- +
tance criteria.
Therefore, the September 24, 1981 evaluation is considered
/lb'o be final.
Ne agree with your statementT thpt it is not'jnecessiaryito incorporate the re-vised area boundary (EAB) in the plant technical specifications at this time.
