FIRE PROTECTION EXTENSION REQUEST FOR THE R. E.
GINNA NUCLEAR POWER PLANT We have completed our review of your letter dated June 19, 1981, in which you requested an extension of the completion dates for the following items related to fire protection at the R. E. Ginna Nuclear Power Plant:

- 1981, by hRC letter dated February 13, 1981.
This letter also addressed item (f) and its approval by Fire Protection Safety Evaluation (FPSE)
Supplement 1, dated December 17, 1980.
Its schedule was thus to be determined by the requirements of 10 CFR 50.48(d).
You'have requested extension of the completion dates for the abo've items'ntil November 17, 1981.
Your justification for such extension is based upon significant problems in the design and installation of the fire detection system control panel.
The difficulty was exacerbated by your having accepted early delivery of the panel, which was a move necessitated by your desire to meet the schedule commitment.
This early delivery involved your receipt of the panel prior to final wiring and check-out and was fur ther exacerbated by additional manufacturer design changes made known to you only recently.

'June 30,,1981 You also noted that you had made substantial labor commitments to the completion of all fire protection systems and had in fact assigned additional personnel on a second work shift in order to accomplish the work.
You concluded that, even though such substantial effort was
- applied, you found it impossible to meet your original commitment because significant test effort will still be required once the control panel problems are resolved.
With regard to adequate fire protection of the plant during the interim period prior to availability of the fire detection system control panel, you have stated that substantial detection and suppression capability ss available.
There is'existing detection coverage for most safety-related
- areas, including both diesel
- rooms, the intermediate building basement, the cable tunnel, the relay room, the computer room, both battery rooms, the control room and the auxiliary building.
Operability of these systems is required by existing technical specifications, which also require compensatory measures during any period of system inoperability.
You have correctly interpreted the specifications to include that period during conversion from old to new systems in the definition of inoperability.
You have. also noted that all of the additional suppression
- systems, not yet included in technical specifications but required by the original FPSE dated -February 14, 1979, will be operable by June 30, 1981.
Manual actua-tion of these systems, if necessary, could be accomplished relatively
- easily, according to your description.
You stated that all of the hardware and suppression systems required by the FPSE and Supplement No, 1
thereto will be installed by Oune 30, 1981.
Therefore, the only features for which extension 'is needed are the operability of the additional detec-tion systems and automatic operation of certain suppression systems.
Based on the above, we conclude that you have made every reasonable effort to install the equipment within the schedular constraints imposed by the NRC.
We also conclude that our findings in the FPSE dated February 19, 1979 remain unchanged, in that:
"... the operation of the facility; pending resolution of the incomplete items and the implementation of all facility modifications, does not present an undue risk to the health and safety of the public..."
I We conclude that you have shown good cause for extension, until November 17, 1981, which is a time period permitted by 10 CFR 50.48(d),
of the completion of the fire protection modifications listed above and that the public health and safety is not adversely affected by such extension.
Accordingly, pursuant to 10 CFR 50.48(d),
the date:
for completion of i,tems (a) through (h) listed above is hereby extended to November 17, 1981.

DPR-18 for Ginna was issued on April 1, 1981.
Amendment No. 39 contained technical specification changes to include the detection and suppression systems for which extension of completion h'as been requested herein.
Amendment No.
39 will become effective on June 30, 1981, which is the originally-scheduled completion date for these items.
- However, based on the above discussion the Technical Specifications approved by Amendment No.
39 are also extended accordingly to be implemented upon completion of the necessary system modifications or November 17, 1981, whichever is sooner.
A copy of the related Notice of Extention, which is being forwarded to the Office of the Federal Register for publication, is enclosed..
