Attachment B

NUREG 0737 required that the containment pressure setpoint that initiates containment isolation be set to the minimum pressure compatible with normal operating conditions.

Until December 1980 the setpoint had been 5 psig.

It was then reduced to 4 psig in accordance with our commitment of December 15, 1980.

The new setpoint was based upon a normal containment pressure of up to 2 psig, instrument error and drift which may amount to 1 psig (1%

of range) and a

1 psig margin to assure that inadvertent containment isolation, reactor trip and emergency safety feature actuation did not take place.

A letter dated July 15, 1981 from Mr. Dennis M. Crutchfield, USNRC, to Mr. John Maier, RG&E, approved the revised containment pressure setpoint.

An accompanying Safety Evaluation Report and Technical Evaluation Report by NRC consultants documented the Staff review.

The change to the containment pressure setpoint will not change the normal method of power operation, the power or the amount of effluents.

The reduced pressure setpoint retains adequate margin to prevent spurious actuation and inadvertent challenges to safety features.

Thus the revised Technical Specifications will not adversely affect public health and safety.
